Welcome to the Ministry of Energy & Water Resources of Jubaland.
Ministry of Energy & Water Resources is one among the Jubaland state Ministries that was established in 2014 as the Ministry of Energy & Water Resources with overall responsibility of two sectors ; Water Resources, and Energy exploration, development and distribution on an equitable basis to the people of Jubaland.
The Ministry is responsible for the formulation, direction and coordination of the state energy and water resources. It is tasked with the responsibility of creating institutions to manage water resources and provide energy and water services for the benefit of the people of Jubaland.

To provide adequate, safe and affordable water, hygiene and sanitation for all. An energy, industry that contributes to revenue streams and the socio-economic development of the state
Our Mission
To have a significant role in the socio-economic development of the people of Jubbaland State of Somalia through development and management of its water and energy and resources in a sustainable manner, through provision of quality and equitable supplies in the entire state and by contributing significantly to the food security and increased resilience to draught and natural disaster.

Departments
Admin , HR & Finance Department
The Department of Admin/HR and Finance is the back born of the ministry and plays management role in the ministry and the core functions of the directorate of Finance & Administration under MoEWR include;
Development and implement MoEWR key policies for the department
Ensuring adequate provision of administrative and financial support to all departments of MoEWR
Water Department
Water Department is one of the pillars of the ministry departments and sector of the ministry sectors thus The Ministry of Energy & Water Resources of Jubaland state of Somalia categorized the water needs of Jubaland state districts in three (3) classes;
• Towns that are situated along juba river and can be of beneficial to supply water from the river
• Towns that are not closer to the river but have underground water potential, such towns will need exploration of deep aquifer boreholes that can serve them in a long time of period.
• Town or localities that are situated along the coast or within the ocean; such localities are in dire need of water and can helped in constructing sand dams and promotion of modern rain water harvesting system to store water during the rainy season.
Energy Department
The Energy department is one of the five Ministry departments and the sector of the two sectors of the Ministry thus is responsible for the Energy of the state, the department has its strategy of developing the energy sector of the state to provide affordable and reliable Energy with low tariff rate for the community.
Planning & Policy Department
The Department of Planning , Research and Policy is responsible for conducting and preparing key research outputs on water and Energy assessments across various topics and sectors for Jubaland State. The Department monitors, analyses, assess the development of the water and Energy of the state and the development of acts , policies and procedures and the use and distribution of the fiscal resources of the state water and energy.
Other Sectors
Warehouse
The Jubaland Ministry of Energy and Water Resources Warehouse build with the support the International Organization for migration (IOM) as a vital component in meeting the ministry's comprehensive mandate for the state. As the central hub for the distribution and management of WASH (Water, Sanitation, and Hygiene) supplies, the warehouse plays a crucial role in ensuring the accessibility and equitable distribution of these essential resources to communities across Jubaland.
Water Laboratory
The Laboratory of the Ministry of Energy and Water Resources was established in November 2021 with the support from International Organization for Migration (IOM) . The laboratory was fully equiped in July 2022 through the support of Kismaayo urban water supply project which enabled it to fully run on its current operational capacity.

2,000 - Public Streetlights
with support from partners we have installed 2,000 Solar Streetlights in 9 districts of Jubaland State Somalia
43,277 People
Distributed Hygeine kits to Access essential health services to improve well-being and quality of life in our community.
277 Shallow Wells
We have Constructed over 277 Shallow wells and Maintain them with support from our Humanitarian Partners.
92 Boreholes
We have Constructed/Rehabilitated over 92 Boreholes in two Regions of Jubaland (Lower Juba & Gedo) in 12 Districts.

Kismaayo Urban Water Supply
The Ministry of Energy & Wate Resources of Jubaland & International Organization for Migration are jointly Implementing Kismaayo Urban Water Supply & Sanitation Project in Kismaayo Funded by Federal Government of Somalia which received funding from the African Development Fund & African Development Bank to finance Kismayo Urban Water Supply and Sanitation Project.
SESRP PROJECT
The Ministry of Energy and Water Resources is part of the Somali Electricity Sector Recovery Project (SESRP) which the Federal Government of Somalia and the Ministry of Energy and Water Resources is implementing . The project Development objective is to increase access to lower-cost and cleaner electricity supply in the project areas and to Re-establish the electricity supply industry.
HoA GW4R PROJECT
Ministry of Energy & Water Resources of Jubaland is Implementing The Groundwater for Resilience project (GW4R) whihc is a component of the World Bank financed Horn of Africa
(HoA) initiative. The project is intended to increase sustainable access and management of groundwater
as a key contributing factor to enhanced climate resilience of targeted communities.
BARWAAQO PROJECT
Ministry of Energy & Water Resources of Jubaland is implementing The Rural Water Resilience Project, commonly referred to as the Barwaaqo Project, which is a vital initiative aimed at significantly improving water infrastructure and resilience in Somalia's rural areas. The project is designed to address critical water needs, enhance the quality and availability of water resources, and build resilience against climate variability.
HAREACT PROJECT
The Ministry of Energy and Water Resources of Jubaland with support from the Ministry of Energy & Water Resources of Federal Government of Somalia is implementing Households Access to Renewable Energy and advancing cooking technologies project with a grant funding from African Development Bank.
SCRP PROJECT
Ministry of Energy & Water Resources of Jubaland is implementing Somali Crisis Recovery Project (SCRP C6b) with fund support from Food and Agriculture Organization (FAO) International In the Jubaland State, the project is targeting 14 water points identified as top priorities for rehabilitation.
KOBCIYE PROJECT
The Ministry of Energy and Water Resources of Jubaland is Implementing Kobciye Project Funded by the World Food Programme (WFP).
The Ministry and WFP are committed to addressing the challenges faced by pastoralists and farmers residing in the State of Jubaland in Somalia.
LUGLOW PROJECT
Jubaland Ministry of Energy and Water Resources, in partnership with UNICEF through funds from ECHO, is enhancing the Luglow water scheme to meet the present and future water demands of the service area. The ongoing efforts will attempt to address the water demand of the new settlement under the durable solution, exisitng IDP settlements and host communities.
Emergency Response - Luuq
The Jubaland Ministry of Energy and Water Resources, in collaboration with UNICEF, is implementing an emergency water system in the Luuq district to assist populations affected by inter-clan conflicts. These ongoing efforts aim to meet the urgent water needs of those impacted by the recent clashes in the area.
Monitoring of Strategic Water Sources
The Ministry of Energy & Water Resources of Jubaland with support from the Somali Water and Land Information Management (SWALIM) project, supported by the Food and Agriculture Organization of the United Nations (FAO), focuses on empowering Somali institutions to efficiently manage and utilize water and land resources.
TA PROJECT
The Ministry of Energy & Water Resources of Jubaland has implemented Technical Assistant & Capacity Building Project supported by the Ministry of Energy & Water Resources of Federal Government of Somalia , and funded by the African Development Bank.
BULA-HAJI EMERGENCY INTERVENTION
After the successful military operation by Jubaland state's forces, supported by Somali government soldiers, that Bulla-Haji town was reclaimed. In response, the Ministry of Energy and Water Resources of Jubaland dispatched technical engineers to assess the WASH needs and ensure access to clean and affordable water for the community and currently implementing Emergency WASH Project.
