Bula-Haji Emergency Intervention

WASH Interventions 

Background

On 10th June 2024, The Jubaland state's forces, with support from  Somali government soldiers have seized control of Bulla-Haji, a key town located 80 kilometers south of Kismayo in the Lower Jubba region.

The victory comes as part of a broader effort to clear the area of Al-Shabaab militants.

The Minister of Energy and Water Resources of Jubaland H.E Ahmed Hussein Baraki and Ministry technical Engineers visited Bula-Haji. The technical Engineers of the Ministry assessed the WASH needs of the area to respond the community need to get clean and affordable water.

President Ahmed Mohamed Islam praised the bravery and dedication of the Somali National Army and the Jubaland forces in his visit on 25th Julay.

He emphasized that the government is committed to not only fighting the militants but also providing essential services to the liberated areas, including WASH, education, health, and security.

The conflict has impacted local communities in these districts, and approximately 5,538 households of 33,228 individuals were displaced to Afmadow and Kismayo between 10th June to 30th July after the second big clash happened in Bulla-haji.

The newly displaced populations are in dire need of humanitarian assistance. The Ministry of Energy and Water Resources of Jubaland was part of those who have been providing a scaled-up joint frontline response, working with all partners, including Area Based Coordination structures, to identify gaps, avoid duplication and to promote the Centrality of Protection in the coordinated response related to WASH.

 

Overview

After the successful military operation by Jubaland state's forces, supported by Somali government soldiers, that Bulla-Haji town was reclaimed. This key town had been facing critical water, sanitation, and hygiene (WASH) issues due to the prolonged instability. In response, the Ministry of Energy and Water Resources of Jubaland dispatched technical engineers to assess the WASH needs and ensure access to clean and affordable water for the community.

Objectives

The primary objective of the mission is to conduct a comprehensive WASH assessment in Bulla-Haji and surrounding areas. This includes:

1. Identifying immediate and long-term water supply needs.
2. Evaluating existing water sources and infrastructure for restoration or improvement.
3. Developing a sustainable plan to ensure affordable, clean, and safe water access.
4. Recommending appropriate sanitation and hygiene interventions for the community.

Significance and Justifications

WASH intervention is crucial for

Public Health: Providing clean water and improved sanitation will prevent the spread of waterborne diseases such as cholera, which are common in post-conflict areas.
Restoring Livelihoods: Access to clean water supports agriculture and livestock, key livelihood activities in Bulla-Haji, promoting food security and economic recovery.
Community Resilience: Establishing sustainable water access strengthens the resilience of the community against future water scarcity and instability, enhancing their ability to thrive despite challenges.
Peace and Stability: The provision of basic services, including water, plays a significant role in stabilizing post-conflict regions and building trust between the government and local communities.

Ministry Response and Acheivement

WASH Need Assessment

the Ministry of Energy and Water Resources of Jubaland  technical engineers conducted WASH needs assessment to ensure access to clean and affordable water for the community.

 

Water Chlorination and treatment

The Ministry conducted mass water chlorination and treatment for the existed water sources to prevent water born deseases.

Rehabilitation of Water Sources

The Ministry has rehabililtated 6 Shallow wells in Bula-Haji

 

Construction of New Water Sources

The Ministry has Constructed 3 New shallow Wells for the Community of Bula-Haji

 

Construction of Elevated tanks and Water Kiosks

The Ministr has Constructed Elevated water tanks and water Kiosks for the Community.

Construction of Generator House

To protect from theft and dust the ministry also constructed Generator House

Awareness sessions and trainings

The Ministry has conducted Water Committee training and Hygiene and Sanitation awareness training.
